EU Unlocks Additional 2.9 Billion Euros for Ukraine After Reform Progress, Warns Slow Legislative Pace Delays Further 3.9 Billion Tranche

Record added

The European Commission approved an additional 2.9 billion euros in financing for Ukraine on September 29, 2026, after the country completed agreed reform steps under the Ukraine Plan, according to European Commissioner for Enlargement Marta Kos speaking at the Ukrainian Donors Platform meeting in Brussels and reported by Anadolu Agency, UNN, APA.az, and UA.NEWS. However, slow legislative progress in Ukraine's Verkhovna Rada has delayed a second tranche worth 3.9 billion euros, Kos said. Euronews reported on September 25 that Commissioners Valdis Dombrovskis and Kos sent a letter to Rada speaker Ruslan Stefanchuk alerting him that timely adoption of necessary legislation is essential to secure available EU financing. The EU has so far disbursed approximately 14.9 billion euros of the 45 billion euros earmarked for Ukraine in 2026 under the Ukraine Facility, with the remainder partly delayed because Ukraine's parliament has not adopted anti-corruption and tax reforms demanded by Brussels, according to UNN citing Rapporteur.

Ukraine's reliance on EU disbursements to maintain basic state functions means that parliamentary delays directly threaten fiscal stability and government operations during wartime. The EU has made clear that additional tranches depend on Ukraine's implementation of agreed reforms, particularly in anti-corruption, rule of law, and public finance management.
