Pentagon Taps Musk and Luckey for Project Meridian Autonomous Weapons Study Amid Ethics Concerns Over Contractor Conflicts
Record added
Defense Secretary Pete Hegseth announced on October 1, 2026, that Elon Musk, Palmer Luckey and former House Speaker Newt Gingrich will co-lead Project Meridian, a 120-day Pentagon study examining future warfare technologies including AI, autonomous systems, robotics, directed energy and biotechnology. The study is due to deliver final recommendations on January 28, 2027, as both a public report and classified annex. SpaceX has secured over $8 billion in U.S. defense contracts in 2026 alone, while Anduril builds autonomous weapons for the military. NPR reported on October 6 that ethics experts warn of potential conflicts of interest, with Richard Painter, former chief White House ethics lawyer, expressing concern that Musk and Luckey's study could be guided by their own financial interests.
The appointment comes as the Pentagon announced plans to create a new four-star Autonomous Warfare Command by October 2027. Days after Luckey's appointment to the panel, Anduril announced a $3.7 billion investment to build a Maryland facility producing components for the Navy's Virginia-class submarine program and landed a separate $2.9 billion Navy contract.
The Pentagon and defense contractors competing with SpaceX and Anduril are affected. Two executives from companies likely to bid on future autonomous weapons contracts will determine which technologies the department prioritizes, though the study stops short of producing formal strategy or policy documents, limiting its weight.
