Tencent Signs $7 Billion Five-Year Oracle Lease for 100,000 AI Chips in Southeast Asia Data Centers
Record added
Tencent signed a five-year lease agreement with Oracle valued at approximately $7 billion to access roughly 100,000 advanced AI chips housed in Oracle data centers across Southeast Asia, according to the Financial Times and other sources reporting on October 1, 2026. The deal includes an upfront payment of about 30 percent of the contract value, roughly $2.1 billion. The chips remain in Southeast Asian facilities and Tencent rents computing power rather than owning the hardware, a structure that exploits U.S. export rules barring outright purchase of high-end AI chips by Chinese entities but still permitting leasing of compute capacity in data centers overseas. Neither Oracle nor Tencent has publicly confirmed the arrangement.
The lease already weighed on Tencent's free cash flow in its second-quarter 2026 earnings, with capital expenditure surging 176 percent year-over-year to RMB 52.8 billion, or $7.9 billion, in Q2 2026, and AI-related prepayments turning free cash flow negative at minus RMB 13.8 billion. Oracle shares climbed 1.86 percent in pre-market trading on October 1 following the Financial Times report. Oracle's remaining performance obligations reached $638 billion as of August 31, 2026, up 363 percent year-over-year.
Tencent secures access to training and inference capacity it cannot legally import into China while Oracle locks in a five-year revenue stream. The arrangement highlights how offshore compute leasing has outgrown export-control frameworks written for shipped hardware. A U.S. House bill to close the loophole passed 369 to 22 in January 2026 but has not received a Senate vote, leaving remote-compute leasing through third-country data centers legal for now.
