European Council pledges energy relief and Ukraine funding as leaders clash over budget and migration

Record added

EU leaders concluded a two-day summit on October 16, 2026, with commitments to address soaring energy prices and maintain support for Ukraine but without agreement on the 2028–2034 multiannual financial framework. European Council President António Costa said leaders welcomed the Commission's intention to prolong state aid for exposed industrial sectors, optimize EU refinery capacity, and bundle energy demand on a voluntary basis. The Council reaffirmed unwavering support for Ukraine's independence and territorial integrity and asked the Commission to propose measures to address Ukraine's additional financing needs for 2027, after President Zelenskyy requested at least 70 billion euros in further assistance. On October 15, the Council listed three individuals and nine entities for circumventing EU sanctions related to oil and financial transactions with Russia.

The summit exposed deep divisions on the next seven-year budget, with no consensus reached despite intensive negotiations. Leaders also clashed over migration policy, while acknowledging the need to strengthen European defence capabilities by 2030. The failure to finalize the budget creates uncertainty for major EU programs at a time when member states face pressure to increase defence spending—projected to reach 454 billion euros in 2026—while managing fiscal constraints and soaring energy costs driven by Middle East instability and attacks near the Strait of Hormuz.
