What is confirmed: one month before the announcement, Dubai Holding completed a Dh24 billion transaction taking its Emaar stake to 29.73%, making it Emaar's largest shareholder. The timeline lines up cleanly.

Two location theories are circulating, and it's worth separating fact from guesswork on both:

→ The old Police Academy site, once earmarked for Jumeirah Central (2014). That plan housed 35,000 residents — a quarter of the population this new masterplan is designed for. Same plot, if true, would mean the ambition quadrupled, not resurfaced.

→ Backland adjacent to Dubai Hills, where Emaar already holds Emaar Hills. This is the lower-friction read: no new land deal required, same developer, same corridor, and a much quieter way to stage a project this size without tipping the market early.

Neither is confirmed. But the second theory requires nothing to happen that hasn't already happened — Emaar just building on land it already controls, next to a community it already built.

The real story either way: Dubai's largest government-linked investor consolidated control of its most active private developer, and a record-breaking city followed within weeks. Where it sits is the speculative part. Who now sits above the decision is not.
