Plot twist: The nuclear program was apparently vaporized, demolished, erased from existence, and sent to another dimension... yet somehow remains available after light excavation work.

At this point, geopolitics sounds less like foreign policy and more like a group project where nobody read the assignment but everyone wants to be project manager.
