Dubai Identifies 44 Areas for Shared Housing Under New Law, Gives Property Owners One Year to Comply

Record added

Dubai Municipality identified more than 44 areas where buildings and villas can be allocated for shared housing on October 7, 2026, including Al Souq Al Kabeer, Al Ras, Al Warqa 1, Al Barsha 1, Al Muraqqabat and Al Rigga, according to Gulf News and Emirates 24|7. The announcement came with the Planning and Building Requirements Guide for Shared Housing and Permitted Areas, implementing Law No. 4 of 2026 Regulating the Occupancy and Management of Shared Housing in the Emirate of Dubai, which took effect September 8, 2026. Additional areas will be announced once approved.

Property owners and property management and leasing companies have until September 8, 2027, to regularise the status of buildings currently used for shared housing in line with the approved standards. The guide sets minimum bedroom space per occupant and comprehensive requirements for shared facilities including kitchens, sanitary facilities, dining areas, recreation spaces, laundry and clothes-drying areas, in accordance with public health and safety requirements and the Dubai Building Code. The one-year compliance period does not exempt owners from addressing building violations, unauthorised changes of use, or other conditions that pose risks.

The framework addresses Dubai's growing accommodation demand while establishing clear safety, space and facility standards for shared housing. The approved-areas list and compliance deadline give existing operators a transition path while ensuring new developments meet standards from the outset. The regulation affects a significant segment of Dubai's rental market, particularly for mid-income expatriate workers who rely on shared accommodation, and reflects official efforts to balance housing availability with quality-of-life and urban-planning objectives.
